I also wonder what they do for sales usually.. I know at times they keep it at same price but if you buy one you get a % more.. I also wonder if on sale.. how much cheaper do they get normally?

Well, I been playing since the release of GTA V in 2013 and I carried my save from xbox 360, to xbox one then to PC. Although I have a level of 226 and my stats maxed and I do got somewhat I good K/D. I keep getting kicked from heists. I don't really play with any friends either.
When I do join heists people kick me , bail when middle of the heist.. or we fail then they just choose to continue. I'm also not a fan of doing the bunker , ceo, motorcycle club missions then selling the stuff in the warehouses because normally it requires 1-2 more players to even reach all destinations but ofcourse gonna suffer from those Oppressor griefers. The only way I found that I could get myself a decent amount is by doing headhunter in my Hydra but can only do that once every 10 minutes and get 44,000 which ain't bad.

sharkcards go on sale the same way the game does so 50% off.
(once they had a 90% that was a 1 off)

Buying shark cards is not worth it the economy of gta online has changed so much from when they first added shark cards it's not worth getting them, just go play the casino heist with a friend and you can get 6 mil a day

A better question is when they don't go on sale ;) Card sales are personal and it depends on the player how often they appear, but for players who play often they also happen often. So far I've hardly had a period in which the cards weren't for sale.

Just save your money and don't buy shark cards. There are cheaters who literally stun lock you and freeze your controls so they force feed you cash bags
