BTW ALSO I TRIED TO CHANGE DX NUMBER IN SETTING BUT DIDN'T CHANGED ANYTHING
If you are on a N/KN version of windows - install the correct media feature pack. Don't throw files into your gtav folder that may/may not work - that you may/may not remember about in a few months when windows updates and you break gtav all over again. (instead of just installing the new MFP and moving on). There are many things floating around having people put the wrong files/versions in the wrong places (like x86's into system32 /blargh) - and sometimes even that changes the error codes. Usually a c00007b, but using wrong stuff can make it a c00005. -.-
c00007b can also be from corrupt directx files - and I have a link for that too.
As for the connectivity issues - profile says Indonesia - enough said - and I'll stop there.
Here is a link that covers many -common- problems/fix and then additional steps for methodically cleaning/reinstalling various components - and then information regarding log files/crash reports to further help if that link/steps didn't resolve your problem. There is MANY more available - just look at my profile. -.-

My usual's for 'confirmed' c00007b's -
You should look at both these links (in the order they are shown) -
1- Mfreadwrite_dll
2- 0xc000007b
Ok first of all, thank you for your attention and want to help me..
So here is what i've done since your reply.
I've tried some things that is following your guide from one post to another, and step to steps.
After i did the one that is "deleting anything except the .rpf file" i can finally open my gta and play it, and the "exited unexpectedly" thing is gone.
But the next problem is I cannot play online. When ever i tried online, the social club, MY social club in gta just seems to be offline and wont let me play online.
Any solution? thanks!
