How to turn off safe mode

This has been happening to all the new players. we need to talk about this problem. restart does not work for me. can anyone tell me a good reason.

Fix the problem which causes GTA5 to start like this. Safe mode is not a problem but a symptom which indicates that there's a real problem somewhere.
