If they have a flag on the map, They are in Passive mode. It means they can't be attacked or attack you.

Was it maybe some sort of costume he had on like a ghost costume or something? Don't know if one exists but perhaps that maybe as I know they have masks and such.

Well that's why I'm asking because if it's not legit I'm going to report him, but I want to be 100% sure.

It was some futuristic armor, but something about it didn't seem right.

That's why I'm asking, is there some kind of ability you can activate to make yourself that way? Because otherwise it seems like he's either cheating or an exploit.

Not sure any of this has any bearing but one thing I have noticed when there are hackers/modders in the session is for me I have noticed I will be going along just find no loading issues and then bam when they join I start having buildings and land and such either fail to load at all or get really sluggish at loading. If there is a number of people in the session I typically start to hear or in this case see hack accusations flying in chat shortly after.

But being this is about loading of things in game and such perhaps related not sure?

Not going to post the video on this as it could be illegal to use unsure but that said there does seem to be glitches to make your character invisible thought the video I watched showed only the chest area was totally see through like the shirt just did not get created so you can see right through the users upper torso area. His head and pants were still there.

So that at least was not the same as what you posted but was invisible in some ways so have to think somehow it could be a glitch but unsure

Like I said what I saw in the video was an exploit or glitch as you had to go through a long process of doing various things in your outfits in order to get that and even then it was not like in your screen shots it was just a total lack of clothing in the effected area of the body in this case the top was missing

so from what I saw in that video yes it is an exploit or glitch but what you saw I can only assume it was as unsure how he got that look if it was a true costume or did he have to do something to get that look that is out of the norm.

Players in passive mode are represented with a circle crossed by a line.
Flags are players who are in the Pause menu.

Thats a cloth "glitch" and yes this kind of glitch is bannable.

As for "cheaters" = "increase in loading time" its... true.
They are kind of "corrupting" memory by adding / modifying stuff in the game that shouldnt be here. So you can be sure that if suddenly you stay stuck in loading screen while entering one of your property when it was working fine just before its 99% caused by a cheater "having fun" that just joined in and enabled his cheat.

yeah basically their bad code is effecting the game coding which causes issues like loading and such.
