I assume you refer to the premium online edition? That's basically the standard edition combined with the "Criminal Enterprise starters pack". This pack gives you a CEO office, bunker, motor club, counterfeit money operation and 10 vehicles. Together with a low end apartment (which only has a 2 slot garage), a 10 space garage (near the airfield) and a frogger helicopter (Pegasus vehicle) together with 1 million GTA$.
You can easily get these items in the game by yourself but it will cost you quite some time & effort (grinding) to make enough money.
If you plan on playing online then I'd recommend that you consider the premium edition as well because it will definitely help you to get a head start into the game (you can do VIP missions right away which will earn you some nice money, even before you can play any actual contact missions).
But yeah, you don't need any of this to play online. Other than this extension pack there's no difference between the two versions.

Sure, there are downsides (like the bunker being very far away from the city) but it also has plenty of positives. The 10 car garage is in a very easily accessible spot (drive past the LS Customs near the airfield and you can almost literally drive full speed into your garage, perfect if you're being chased). The downside of the apartment is that it only has a 2 space garage, but on the positive side its in an area where a lot of ballers spawn. And there's an LS Customs nearby. So start your game, look out for a baller, grab & sell and you have 9k right from the start.
And yes, you don't get a buzzard but a frogger (non-weaponized chopper). But that frogger is still very useful for doing sightseer missions (pick up crates across the map to earn money).
And because you have a CEO office you can always "rent" a buzzard for 25k. So if you really feel like it you could get a buzzard for 25k, then do head hunter & sightseer missions and continue until you earned your money back (and made more).
Don't forget that new players don't have anything yet, and if you seriously plan on enjoying GTAO then this can really help you to get started.
