There are 12 top range cars in total.
1) Never sell standard or middle tier cars again.
2) Make sure you never go over 32 cars/80% in office computer in vehicle warehouse.
By following these two simple rules you will always source and sell top tier.
Edit: And the explanation. There are 32 different cars models in I/E business (10 standard, 10 middle and 12 top), and the I/E business mechanics is designed so that when you start a source mission, the game checks what car models you already have in your warehouse and offers a car that you don't yet have. In other words, if you just make sure you have all ten standard tier and ten middle tier cars there AND never have one of each car model there (=go over 32 cars), you will always source and sell top tier.
The game will only ever spawn a car you don't already have in your warehouse, unless you either already have one of each of the 32 cars or you have a duplicate, twice the same car (in which case it'll spawn any of the cars except the one(s) you have as duplicate).
Therefore, let's say you have a warehouse with the 10 different standard range cars, and the 10 different mid range cars. You source a car; what happens? Well, the game will spawn a car you don't already have, which, in this case, is only the top range cars.
Let's now say you have 31 of the cars; 10 standard, 10 mid range and 11 top range. You source one; it'll be the one you're lacking. You sell it. You source again, which one will it be? The one you've just sold. Rinse, repeat, you can sell and source precisely the exact car you want.
As for your other question, yes, the cars need to be in the warehouse; you can't take them for a ride. Only moment you'll be riding those cars is when you're stealing them, or when you're selling them.
