What are your goals here? If you want an easy and somewhat cheap way to customize your weaponized vehicles then the MOC is probably the best choice, also because you'd want to have a bunker anyway to make some decent cash.
Another advantage of the MOC in comparison to the Avenger is that it provides more space; if you customize a vehicles wheels you get to see them a lot better.
Still... A Facility is a very cool property to have (also gives access to the Doomsday heist) and has the advantage that you can store up to 7 personal vehicles in here. This makes it a lot easier to customize a few vehicles at once (which probably doesn't happen often, but...).
Another advantage of the Avenger is that if you leave a vehicle in its hold and then take off you can bring the vehicle along with you for the ride. Which can give you an advantage should you ever get shot down (then the vehicle will spawn right next to you on the ground).
And the Avenger doesn't have to rely on bunker research to get better upgrades either.
So in the end it's personal preference... both can customize vehicles and both do a good job.
Personally I prefer using the Avenger and parking a specific personal vehicle in the MOC. If you need that vehicle then all you have to do is pull up the MOC context menu and request delivery, that can be a lot quicker than having to use your mechanic.
MOC can be used to customize weaponized vehicles whereas the Terrorbyte can only customize the Oppressor MkII. While both give you access to some missions the ones on the MOC are merely there to unlock trade prices whereas the client missions from the Terrorbyte can be quite lucrative, but only if you bought the right expansions (like the drone station).
You really can't compare these two like that.

I recommend the MOC.
If he want to custom vehicle then MOC is ideal. But if only weapon MK II upgrade I prefer the Terrobyte drone + that missile with multi-target is helpful, But I think the Terrobyte price alone is costly if you haven't setup nightclub yet lol
While that is true those missions aren't that great; it's only to unlock trade prices for some specific vehicles and you hardly get any other rewards out of them. It also doesn't help that those those missions can't be played alone either.
