It sounds like you have thermal throttling going on.
This is an app I recommend called Speccy:

It'll tell you the temperature of your CPU and GPU.
The easiest thing you can do is make sure all your fans are on that should be. If you have an app that will tweak fan speeds, that will help too.
You have a great video card btw.
ill try to turn the fan on high(there-by kicking on both fans) before getting in game and seeing if that makes a difference---but out of the 600+ games i own ive never had this issue. Usually, at this point my CPU just lags (but not like this) on more recent games that are physics or particle heavy/intensives but nothing like this will report back asap
I have Intel i7, 16gb RAM and RX580 graphic card, I even lowered my graphical settings, I should have plenty of juice to run this game smoothly. Could it be a sound issue??
Like Draginol says try to monitor your temps on your GPU and CPU and see what they look like. Possible you could have a different issue but lets rule that out first
(unreal engine usually cooks my GPU--the game "witch it" makes both fans kick on once and a while usually hit around 56-60C) I mean this freeze is system-wide. the start menu--alt-tabbing out. pulling up other windows// folders
EDIT: i also tried changing GFX settings in-game from fullscreen/borderless,windowed all the same
good suggestion but it didn't work. it does show the issue graph wise though. is my CPU bottlenecking?

Settings are at lowest possible, and I think I have decent PC for this game.
CPU - Intel i7 7700K,
16GB RAM,
RX580 graphic card...
My temperatures are normal (shown in video also)...
CPU spikes from average 30% to 100% usage.
My HW is similar to the OP. Athlon 64 X2 with AMD R9 270, Win 7, 8 GB RAM.
I haven't seen that stuttering on my AMD boxes here. Are you up to date on your AMD drivers?

Played a bit longer...
- Heavy freezes are for Loading screens and some dialogs where large background appears and looks like voices are being loaded too - 50% of time or even more the game is hung
- Medium or low freezes are for starship navigation or on planet surfaces - happens rather occasional
I've started to use Battle Encoder Shirasé (BES) software, but not sure yet if it makes some difference for Star Control. In particular it helps to avoid constant freezes in Kingdom Come Deliverance for me.
tinkering more with settings-- anti-aliasing setting is probably the most taxing of settings turn that down to max x4 or less gives much better noticeable improvements in my case
