So what is this actually for?, it doesnt seem to do anything from what i saw when i picked it up.

Apparently, according to Warbrand who say's he modeled them, all costumes besides santa give +5% movement speed.

When I put on a Santa suit I don't see the suit, the icon is just a '?' and I still look like a normal graycollar soldier

first off, where you on a winter map if so, they are bugged on winter maps.

second if you where not on a winter map what map where you on.

I'd not count on that. "Kill the clown to get a promotion" is a well known motto of the enemies. Ask Brown and Green privates... :D
