I can't find it at all. It's not where the strategy guide says it is

I went back to replay level ten to get the three stars and the level auto completed once the houses were built. I did not have to repair the railway at all.

I reported this bug in the release of the last game (Valuable Package) and it appears to be here too. No matter what I do I can't get 3 stars. The level guide says to bring the cucumbers to the house before bringing anything to the train, but how do I get to the house if I don't have steel?

Can someone tell me how to get them? They're the Get All Level 1, level 2 and level 3 achievements.
