Second, if this is LW2 its a sure sign that something is corrupt somewhere. Unfortunately, no way to know where exactly. The only way for sure to get rid of it is to do a full clean install of the game, then you can try reloading the current save, but there's no garuntee that the problem isn't "baked in".
The only way to know for sure is to start a new campaign and see if its fixed at that point.
If you're running LWOTC you'd have to check their forums, pavonis forums I think has a section for it, including bugs and known issues.
Go to Properties.
Click on Verify File Integrity. This will detect any corrupted files.

I'm running a whole whack of mods actually but and I am playing long war of the chosen, but I this is the first time I've tried liberation so I don't know if that's the issue. I'll do the search for the corrupt files and I'll see if that helps.
I'm on their forms too but I thought I'd ask here as well.
Sounds like you aren't getting the option in the menu. But just in case...
