Report a translation problem
In the end I just used the console commands to deduct the resources and give the amps myself. This has been an issue ever since I started 1.5. I'm convinced that something is broken in the INIs somewhere.
If your not seeing it either, that means we've got the same issue, or that information is wrong.
But I'm not too familiar with how long war 2 handles its INI settings in regards to items. In theory, you would have to trawl through the INIs to find the research that is SUPPOSED to unlock the advanced psi app (which should be sectoid autopsy), then, through trial and error, figure out which specific line needs to be re-modified to actually unlock that function.
That, or find the advanced psi app line in the INIs (one of them anyway) its research prerequisite, and modify one of the numbers (to gods know what), or one of the resource values for the advanced psi app (different line, again, no clue which number to modify, or what to).
That's all under the assumption that the INI values corrospond in any similar way to Long War classic, which they may very well not.
