Ever Vigilant Bug?
I have had a few times where a soldier has gone into Overwatch with Ever Vigilant and the Overwatch never kicked in a reaction shot. I don't remember it being a problem in Vanilla or if it is something specific to Long War.

What I do is move my Ranger 2 moves into a flanking position on an alien. I get the icon and indication that my Ranger is in Overwatch because of Ever Vigilant. Then I watch the alien move right in front of my ranger and circle around him so that they can shoot the Ranger in the back instead and the Ranger never fires a reaction shot.

I did a quick Google search and really didn't find anything that resembled this. It seems pretty obvious that something is bugged. Just curious if anyone else has had this issue before I test it out a bit more.

The only thing that I can think of is that it has to do with the order of moves. Since Ever Vigilant doesn't get activated until the end of the player turn if the Aliens already have their move activated or something.

There are some actions/enemies that will not trigger reaction fire shots. Namely anything with the shadowstep perk (sidewinders primarily, and I think codexes too).

As for actions besides moving, that is dependent on 'covering fire' not 'ever vigilant'.

Be aware that 'ever vigilant' does not kick in until your turn ends. Also, it will not kick in if your soldier has taken some free actions, like picking up loot, opening doors, ect. Movement only.

Pretty much this. If the Advent forces have shadowstep or one of the Dark Events tactical cards, then it may not activate overwatch shots.
It probably was a Shadowstep unit. One was a Snake and the other was an M3 soldier.

While all the discussion is nice, EV is actually bugged. That's why it has a mod to fix it. You can take it for what it's worth.

Frankie, I think you're thinking of Covering Fire, not Ever Vigilant. https://www.ufopaedia.org/index.php/Ranger_(LW2). I haven't had a problem with EV but then I haven't been using the Reliable EV mod so I wouldn't know.

A snake? Sidewinder probably. They have shadowstep, and their gimmick is their mobility (flanking I suppose).
It probably was Sidewinder. I probably should have known that they have Shadowstep. I usually try taking them out with my Sharpshooters and Shinobi which both seem to be pretty good snake killers.

I didn't think of Shadowstep because I don't there is notice that pops up like Lightning Reflexes.

Yeah, sneks are a pain in the ass to deal with when you use reaction fire troops. Sidewinders are immune, and higher tier vipers get LR. Plus they both have higher than average dodge scores. They're kinda like the alien equivalent of shinobis now that I think about it...

Also Najas are the most vulnerable, but can be more problematic due to them having squadsight and sniper rifles. Just keep that in mind.

I'm not sure if I'm getting at something here...♥♥♥♥ sneks I suppose. They annoying.

Now I'm wondering how viable it is to make a mostly flamethrower technical squad...I want to try that out actually.

It will probably drag your fps down to about 10 with all the fires.

Just use incendiary grenades. They work wonders on sneks.
