Elerium cores? That you use for building armour and weapons. This is random. Just make sure you loot every time you see it drop. It helps to have the vulture perk from GTS very early on in the game.
You can repeatedly build the vests you have researched/built allready. Although Im not sure why you would. For the most part its a waste of a slot. Check the armour section of the "build items" menus. Its possible you dont have the required resources. Some require supplies, some need corpeses, some alloys some even need the elerium cores ^^.
No. its random what powered weapon you get. Also, every time you do this you use an elerium core, so this is maybe why you dont have any. This is done intentionaly so that the players get to see and use all the weapons. Otherwise everyone would just use Blaster Launchers all the time. yes its random and No, it doesnt make any sense technicaly.

There's only 3 armor classes: light, medium and heavy
Medium (the default armor type when you buy a squad upgrade) lets you hold 2 utility items
Light: gives you one utility slot and one movement utility (grappling hook or walk through walls)
Heavy: gives you one utility slot and one heavy weapon
A grenadier gets one additional grenade slot on top of this giving them a total of: 1 utilty slot (which can be a grenade), one heavy weapon (when equipped with a heavy armor) and one grenade slot (which can have 2 grenades in it if they take the skill that doubles this slots choice)
Grenadier is the only class (by default) that can do this, and it's an additional grenade (or two) they are carrying, not an additional heavy weapon (the skills are launch grenade which gives them the extra grenade slot and heavy ordnance which gives a second grenade in that slot)
There are mods that change the number of slots your soldiers have; here is one that adds slots for ammo and vests:

That would give you the space to use your utility slot for grenades all the time if you wanted to.
Random luck. They come from loot drops or sometimes show up in the black market for purchase.
There are mods that let you build them on demand.
Like this one, you can build elirium cores, it also lets you upgrade tier 2 suits to tier 3 without needing a new core for the suit:

Items you researched are buildable on demand. Items created through proving grounds experiments are random.

I'll repeat what I said in the above post:
If you RESEARCH an item you can produce them on demand. The hellweave is aquired from research and than produced in engineering.
If you EXPERIMENT in the proving grounds to get items, they are random, and are only obtained through random experiments. The stasis vest comes only from experiments.
The only way to change this is with mods. I linked some mods as examples.
There is no armor in the game with 2 heavy weapon mounts.
The only armor you can make after killing the archon king is the icarus armor. There is only one version of the icarus armor and it has no upgraded version.

It says nothing about 2 heavy weapon mounts
