i don't think the game ever mentions but i do believe it is 2 of your turns reguardless of difficulty. the only thing that i have done that gained me someone permanently was either the psyoperative using its domination on a non robot unit or i do believe you can hack a lamp post to gain control of a robot permanently for the map though that is random and rare.
Some notes:
red255 - Where EXACTLY does it say that? A manual, somewhere in the game, please illuminate me.
Ozymandias - Thanks for the mod recomendations. Even knowing it's 2 turns I could lose track for any # of reasons.
On a sidenote I downloaded a mod that is supposed to display what different items are used for when your in the black market, like it takes 2 Xs to make a Y, so you can make a more informed decision about what to sell. Unfortunately it doesn't work with WotC. Anyone know of a mod that does this that would work?
