and yeah Advanced warfare center is a vanilla building, War of the Chosen split it into an infirmary and training center buildings. if you are just doing vanilla it comes with alien biotech.

Your research decisions bounce among those four and what your needs are. A sound strategy is to prioritize weapons research when you can, but you should not only focus on weapons research.
