War of the Chosen Black Screen on Startup
I've been having issues with WOTC as of recent, the base game of Xcom 2 loads up perfectly fine but as for WOTC I'll get a black screen right before the game menu pops up that forces me to close XCOM WOTC down. It doesn't happen on the vanilla game, and I've validated all my files, including removing all of my mods, and even checked my graphics card and updated it. If anyone has a solution for this problem please post. Ty for any responses.

Have you deleted the config files in C:\Users\....\Documents\My Games\XCOM2 War of the Chosen\XComGame\Config ?
A clean default config file will only be created if you delete it. Rests of your mods could still be present in that file.

I've deleted the config files several times as of now i've had problems with the game not responding when launching it, including the black screen error. This only occurs on the WOTC version of XCOM so currently im at a loss.

Something is corrupt:

Try this:

================
Refresh your steam files
Completely exit the Steam client.
Open the run dialogue by pressing windows key + r (you can also navigate here from the start menu by typing run).
Type steam://flushconfig then press enter. (If asked to allow this website to open a program, please click Allow or OK).
Restart your computer (mandatory)

Now, launch Steam directly from the installation folder, not from a pre-existing shortcut (~C:\program files (x86)\Steam).
The Steam application will either appear as Steam or Steam.exe depending on whether your settings show file extensions.
Start Xcom 2

If this doesn’t work:
===============
Uninstall and Reinstall the game completely
Delete steam download cache : Steam > Settings> Downloads
There is a possibility that some of the files which are installed during the setup process are incomplete or corrupted. Try uninstalling the game completely and reinstalling it under its default or express settings
IMPORTANT:(AV and Firewall disabled!)

Reinstalling DirectX:
================

In your Steam folder for the game you’re having trouble with, there will be typically be a DirectX setup package
Example file path: ….Steam\steamapps\common\XCOM 2\ _CommonRedist\DirectX\Jun2010
Find and run DXSETUP.exe

The latest versions of DirectX can be found here:
===================================
https://support.microsoft.com/en-us/help/179113/how-to-install-the-latest-version-of-directx
Reboot the computer (mandatory)

Reinstalling Microsoft Visual C++ 2012 and 2013:
=======================================
….\Steam\steamapps\common\XCOM 2 \ _CommonRedist\vcredist\2012
….\Steam\steamapps\common\XCOM 2 \ _CommonRedist\vcredist\2013
Find and Run vcredist_x86.exe in both folders

Should the files already be installed, you will be prompted to either ‘uninstall’ or ‘repair’. Choose ‘repair’.
Latest versions:
https://support.microsoft.com/en-us/help/3179560/update-for-visual-c-2013-and-visual-c-redistributable-package
Reboot the computer (mandatory)

Make sure the the latest version of .Net is installed and working!

Reboot the computer (mandatory)

Good luck!

I know, Im updating an older post but I think I might've found the problem. When going through my files to Repair DirectX, I couldnt find the "_CommonRedist" file in my Xcom 2 folder. The closest I could find to it was "VCRedist". Any tips on what I should do to find the file? I just validated them and it said all my files we're good.

Steam now places all the redistributables here:
<Steam>\SteamApps\common\Steamworks Shared\_CommonRedist

Maybe worth reading the "Mods not activating/deactivating properly in WOTC" section of Mod not working? Mods still have their effects after you disable them? too.
If you get that and the log says it's waiting for CPU, In my case it was literally running out of Vram, because after deleting config or on first startup all options are set automatically to maximum. Just keep switching tabs around and clicking every once in a while on the black screen before switching again tabs to desktop or whatever, after 2 mins it should load the main menu with ENORMOUS lag, just slowly make your way to options and lower graphics and/or resolution. That worked for me.
