Steam workshop mods are located in \Steam\steamapps\workshop\content\268500
If you've changed any of the files directly you don't need to delete anything, just go to the Steam Library, right-click XCOM 2, then Properties->Local Files->Verify integrity of game cache. Doing this will make it redownload any files that have been changed.
That recommends the excellent Community Mod Launcher[github.com], which everyone who uses mods should be using.

If you've just switched from the Firaxis Launcher, or are forced to use it, read the "Mods not activating/deactivating properly in WOTC" section of Mod not working? Mods still have their effects after you disable them?
If you're using the Community Highlander then read its specific troubleshooting advice[github.com].
tnx, this actually saved alot of my stuff even after deleting everything and starting fresh again. Just have to fix some of the little things that did not carry over from the wipe.
