Where do I go to clean the .ini file of mods?
At this point the game now crashes on launch so I need to clean up my mods and start fresh again.

Just forgot where the directory is that holds the .ini file to delete all my mods.

Mods aren't in the .ini files.
Steam workshop mods are located in \Steam\steamapps\workshop\content\268500
If you've changed any of the files directly you don't need to delete anything, just go to the Steam Library, right-click XCOM 2, then Properties->Local Files->Verify integrity of game cache. Doing this will make it redownload any files that have been changed.

That recommends the excellent Community Mod Launcher[github.com], which everyone who uses mods should be using.
This guide gives some more detailed advice on using the Community Mod Launcher: Troubleshooting: Mods not working properly / at all

tnx, this actually saved alot of my stuff even after deleting everything and starting fresh again. Just have to fix some of the little things that did not carry over from the wipe.
