Psi lab and shadow chamber are better choices tbh.
Current game I planned my excavations to uncover the first power conduit just before I ran out of power and made that my first power station. Gives me plenty of power to get all my core buildings set up, without taking engineers away from excavations. Shadow Chamber is on the second conduit, but by that point I have all my core buildings and can spare some engineers to boost power. I think that's a pretty good balance.
Every game. Those bad boys will hog up your power if not.

But as other said, if you are at end game and just need to git-r-done. Destroy something. I think it is ok to destroy a guerilla facility after you have already purchased all the upgrades. Even a workshop which I just touted about, or a research lab, they can all go.
+5 power for *EACH* time you enter the command. Copy+paste+enter 5 times, you get permanent +25 power.
