It can be worth it. Just a thing of who you give what.
And its 15% so what you expect? To trigger every third shot? :) You can be Lucky and get it 2-3 Times a Mission or you dont get single one. Its same as for the Shots.
Sparks and Skirmishers can shoot multiple times. Repeaters, Hairy triggers and Stocks do work wonders.
15% means ever 7th shot is deadly. So you can count for yourself how often a single Specialist will trigger it. But he has guardian and threat assesment later, which gives him multiple shots per Overwatch. Repeater on Spark (three shots in Overdrive) or Skirmisher also work fine. Give every soldier a superior repeater (if you can gather enough) und you will have an insta-kill almost every turn.
I guess I'll keep using repeaters on specialists then. Maybe it could be good on a specialist specced with the overwatch talents.
I find that snipers get good aim by the end of the game anyway so I save my best scopes for the chain guns on the grenadiers.
I also like to abuse stocks. That 1 HP sheild bearer that just ran off and you only have 1% chance to hit, is dead if you have a stock.
Repeaters work very well on specialists combined with there overwatch skills. When they start to proc repater and guardian at the same time and do some serious damage its good.
Laser sights I only use on shotguns. I also put one on my new reaper hero. It does boost her damage but she still not much use.
Also yo can get boosts on them with all attatchments in Wotc. 20% repeaters and 6 damage stocks. etc.
Yeah, I use killzone and expanded mag on my sniper too. That's not how it works with 15% though lol. What you said is the average after 100+ shots were fired, but I've been using a repeater since I first got one, upgraded over time, and as I said, it only went off once. I'm currently at the radio tower mission, just doing other missions to fully upgrade the squad since I can reliably take down facilities so I can play "forever".
I don't have any DLC or expansion though. I'll probably get the expansion later on.
Edit: I indeed like stocks on grenadiers, currently +3 guaranteed damage on both. For both my rangers I use laser sight and 3 free reloads, basically a 12 shots magazine so that's pretty great.
rangers laser sights and hair triggers and whatever else i have lying around thats useful, not a fan of repeaters on rangers they already do enough damage and dont generally need an instagib.
sharpshooters scopes ealry game laser late game, some form of ammo boost, doesnt matter which and whatever else i have left over.
grenadiers get ammo boost and scopes plus whatever is left over.
specialists get stocks and leftovers, assault rifles do the least damage of the stock class weapons so makes sense to give them stocks and have them take kill shots at low health enemies.
psi ops get the same as specialists for the same reasons.
reapers get expanded mags and repeaters.
skirmishers get ammo boost and leftovers.
i dont like giving my grenadiers stocks because it feels counter productive to give damage on miss to the same person your giving + hit chance to, also they do decent damage with their cannons and shred armor so i would rather take shots on higher hp and armor mobs than use them to finish low hp mobs.
that said stocks are imho one of the strongets mods so if i had enough of them and enough slots on weapons for other must have mods for each class i would probably give 1 to everyone:P same goes for scopes, anything to reduce the rng;)
Repeaters are OP against hard targets, but kind of like cheating (so i dont use them myself).
I don't know, the bonus aim could still be useful for very far targets behind cover.
