There is a rumor that with this locked-region keys/gifts, you have to wait 3 months after activated the 1st time to play outside your region (so that means it locks you first 3 months at activated game region), I never have a chance to check.
And everything about Region Restrictions you may need to know:
As my experience, you usually see a message like this (I took from HB when gift the game to someone like an example):
"This key is only available in the following countries: ... If the person you're gifting this to doesn't live in one of them, Steam might prevent the key from being redeemed. Would you like to continue?"
Usually mean its locked-activate, not locked-play. Since the time Valve really serious about region rules, I think there are no point to keep that locked-play anymore, of course the decision still belong to publisher, and their responbility to provide you the information their game is locked or not, but I believe not many games using that lock nowadays.
So the high chance you're good to go, but only 2K is the one who can give you an answer 100% sure, since they're the one who put this region thing on Xcom 2.
