Validating files will only fix problems with the base game files, it will not have any effect on mods you're using. So if validating fixes it, that's great, because it's working now, but it means the problem was nothing to do with mods.
Troubleshooting: Mods not working properly / at all
Mod not working? Mods still have their effects after you disable them?
Also I've found out that in the loading order LW2 was way way way up so I set it to 0. I think I still have a few mods out of order but loading LW2 after the dependencies probably had the largest tole on stabilty and performance. Now everything loads much faster. No idea if it happened because of updating from 1.2 to 1.4. Maybe I accidently unsubscribed and immediately re-subscribed but my gut-feeling telling me it wouldn't change a thing but I may be wrong.
However globe is still 2 fps at most. I've come across this post:

I'm going to test it now. I would never have guessed that Perfect Information and Cost Based Ability Colors would mess with the game outside the combat stage.
Still in my last try the combat was a little sluggish, I would have accepted it and run with it, but no way I would after it ran better before at higher graphic settings (currently at low).
General question: how costly at performance are voice packs on the game? I've read somewhere that a lot but I'm doubtful. When I preview in the customization I see there's a delay so all the voices are dynamically loaded so it's only matter of some memory space but not directly performance after being loaded. Super-huge ones like Llama Chomp and Wu Long may hit a little harder but still... seems neglectible to me...
Does anyone know of other mods that slow it down?

The only remarkable thing I did between the runs is to delete the config folder which shouldn't have change a thing unless the previous clean-up between my tries to make XCOM2 playable again didn't do the job.
