Steam just never got those additions.

I just leave it set to Low since leaving it higher is pretty annoying. There is no full "Off" option, but I'm also not sure if Low leaves it off entirely since I havent really paid attention to if its still there. It doesn't feel like its there, but it could be just very very little?

It could be just an issue on your end that no one else has, so maybe verifying files could work.
I thought that might be the case but I looked it up and apparently chapter 2 is heavily bugged for many, many people. This was even before epic gave it away for free. I got through chapter 1 with no issues whatsoever. Then it crashed in 2, after the 2nd or 3rd crash I decided to look it up and yes, many people have the same problem. I've changed resolution, MXAA (iirc) to MSAA and other suggestions but it still gets random crashes. Verifying did nothing.
