They forced Steam Input on for this game, go ahead and force it back off so you can get input working reliably.
I am definitely not buying the game from Steam, I have had it up to here with Valve's input shenanigans. There's a Microsoft Store version that will just work because it uses normal OS input APIs.
This was the last straw for me.

What does it change to have Steam Input activated ?
Right Click the game in your steam library, go to properties in the menu bar that pops up, go to Controllers from there and to the right of where it says "Override for Metaphor Refantazio" use that drop down menu to set the settings to disable steam input (although "use default settings" works fine for me for most games so i'm not sure what the other dude is on about).
