There is barely any play the first time value
It's just a boring disappointing game.
There are 4-5 big areas to explore.
Aside from the main story objectives that progress you to the next area, each contains "Fieldworks", "mysteries" and some other side quests. And there are a TON of well-written documents and NPC dialogue in native languages. Each area requires about 8-10 hours, if not more, to fully explore.
You can either play through slowly and be a perfectionist, or go through the story then revisit the individual areas to complete all side quests.
Side quests grant you action experience and upgrades to your character that makes the game feel a lot nicer.

Boring, but not disappointing. I'm not sure why anyone would expect it to be anything other than what it is.

So? He's not wrong, there is effectively no replay value. Which could be said for any game that effectively only includes a single player campaign that's limited in scope (e.g. not something like Shadow of War which has a campaign but a ton of replayability).
Outside of playing the story, which is going to be the same general experience every time, there isn't really anything free-form to draw you back in. It's like reading a book: once you've read it, that's it, that's the story. You can re-read later but it will be extremely close to the same experience. The only minor exception to this is what you already mentioned: being a collectathon perfectionist. And that doesn't provide any real replay value itself.

I agree even though I think there is some replay value by design like Elder Scrolls.
I just found his "owning a game via gamepass" comment funny.
