But I realized that even though the quest hint was telling me to "use the camera to look for clues", I did in fact have the claw and could ignore the quest hint and move on to the next quest stage.
I could also clearly see the stupid Dragon Claw on the scaffold to the left of the light dragon, but it didn't highlight and I couldn't pick it up. UNTIL I simply changed from the priest cassock disguise into the Indy outfit - then it highlights, Gina appears, solve the puzzle with no more photos needed. Stupid game mechanic! You can't complete the puzzle in those clothes, Indy.... dumb.
So you only need the carving / inscription photos, not the columns / dragons photos. Stop taking pics. Try changing clothes to grab the claw and continue with the puzzle. It's dumb, but that's the game design for this puzzle.
