With full RT and Supreme graphics + DLSS Quality I get 60-80 FPS (FG is OFF) in the starting location.
GPU is used on ~100%, CPU is like 25-30%.
P.S. No periodic stutters or dead FPS drops, like mentioned above.
Do not run unrestricted. Use Vsync or, preferably, Limit your FPS to a set value to reduce cpu load. 30, 45, 48, 60, etc. You can use a program like RTSS from the guru3d website or the built in driver limiter, aka AMD Chill, AMD FRTC, Nvidia Max Frame Rate, etc.
Chances are though you have 100% load because some other application is hogging up CPU resources in the background. AV's are typically the applications that will do this kind of thing. If you have an AV installed that is probably why. You don't need an AV as Windows provides one for you and it is fairly competent... As long as you are staying up to date with your Windows Updates.
