I personally find it very immersion breaking that I can beat humans over the head with shovels, hammers, wrenches, and just about everything else under the sun but a dog is immune to everything. I had a fascist German Shepard come at me three times and nearly wipe out all my health after shaking it off multiple times and hitting it with a baton, I was so confused as to what was happening from a game play stance as I didn't understand how to deal with a character the game clearly was telling me was an enemy, after the three struggles it finally just walked away and disappeared.
My suggestion would be one hit with anything and it runs away or once you successfully struggle away from it you kick it and it runs away otherwise honestly just remove them. I suppose the other thing you could do is have a meat item like a sausage or something that you could throw that causes the dog to take it and then run away to go eat it.
Either way I found this to be really poor game design in a game I have otherwise been enjoying.
