Is this quest broken?

Trying to do the "Savage Discovery" quest and it says to locate and talk to the professor. But when I find him it won't let me talk to him. I picked up the note about his assistant that's in a holding cell. Do I have to do something else first?

Have same problem so I skip this quest by steal some money in tents instead.

side quests can bug out, I had to do some of the main quests for them to work correctly

Yeah seems to be accessible after either picking up some objects (fool card by barrel) or climbing up the roof opposite and knocking out the guard. Does appear randomly bugged but not totally locked out

you cant be in the black shirt outfit or he wont talk to you, thats what was causing the issue for me

I have got this bug. I am dressed as a Priest still though? Do i need to change clothes? I also went and accidentally went and cleared out the excavation site of fascists as well. Should I not have done that?

I had the same issue and fixed it by knocking out the black shirt by the stairs, It makes Savage panic, when he goes back to normal you can talk to him

For me turns out it resolved itself when i next loaded the game. Walked up to him and the option was there. Odd but glad its sorted.
