I see that people said its happening with both amd and nvidia but the ones with nvidia didn't say what OS exactly they are running.
Im running win 10 with a 6950xt and the HIGH preset, dynamic is set to Static 100% resolution scale. Game runs 90-100 fps avg outdoors for me native with dynamic off. Anywhere from 80's to 120's native, not getting any graphics issues. Depends on the area exactly for the fps. More demanding areas closer to 90, not as demanding 120.
