Well nothing I can do as I bought the physical collector's edition from a local store so no way to refund it. Seriously though has anyone here tried to contact the devs on their help support to suggest if they can somehow remove the ray tracing requirements?

In my case, even after installing the latest Nvidia drivers and app, the error still persisted.
Then, I found your post and could identify a similar entry in the BIOS of my MEDION X25 RTX3080 notebook with AMD Ryzen 9 5900HX and Radeon Graphics.
After setting the value from "MS windows selects mode" to "dGPU permanently ", the game came up and is running smoothly since.
I hardly EVER would have looked into BIOS settings for an error like that without your hint.

I made a thread other day about a fix I found to make it work:
You want to download GeForce Experience Version: 3.28.0.417.
Then once you are in the app download GeForce Game Ready Driver Version: 566.36
