Report a translation problem
I seem to be getting some traction with Bethesda now, just keep trying to explain the issue, and it will be "escalated to a specialist team".

I said I would keep you up to date. I have been given a pre-order code and activated it from Bethesda. Eventually when I got escalated they just began asking for details of my NVIDIA purchase and proof of activation date ect.. Sent that all and got a reply with a code a few minutes later.
So my suggestion is just keep reiterating what the issue is and eventually they will escalate it to higher support. Or potentially ask for it straight out of the gate. explaining the reason.
This is 100% true. Firstly Nvidia can't help you, so you have to contact Bethesda directly.
I made the case that advertisements like this one [archive.is]
were misleading, since Bethesda didn't make any clear distinction between the Nvidia bundle Premium edition and the one you will recieve from game vendors. Indeed you have to push untill you'll be contacted by the "specialized team" which will ask for the purchase info to verify the source of the bundle.
I just got the code from Bethesda, I hope this will also work for the rest of you! :)
Behesda support is asking me about Steam purchase OMG.
But it's not puchase via Steam, it was bundled with NVIDIA card. WTF?
That seems to be a misunderstanding, I'm afraid it's sometimes a long-term commitment to make your case clear. Just message them untill you'll be directed to the specialized team.
You should be allright when you show proof of the Nvidia bundle purchase and a screenshot that proves that the game was activated on Steam before the release.

I second this. After escalating I was able to show them a receipt for the Nvidia product I purchased and they provided a code.
Probably a little late for that, I'd say most people would have already used the key.
Your only luck would be if Bethesda decides to sell it later on, otherwise maybe the modding community will add some skins down the line.

There are many users who are directed by NVIDIA to contact Bethesda support because to the best of my understanding based on the publicly available post, NVIDIA cannot provide codes that were not provided to them by Bethesda.
Given what is publicly known about how Steam codes are distributed among publishers and/or distributors, I believe NVIDIA's answer to be reasonable, and therefore I am following up with Bethesda. Unfortunately, Bethesda's standard and disappointing canned response is completely expected based on the Steam customer post that stated that Bethesda ultimately provided the code:

You will see in that Steam discussion thread that many users have been pointed to Bethesda after NVIDIA could not help them, and some of them were successful in obtaining the DLC code from Bethesda after escalating the matter further. As such, for Bethesda now to give the run-around to customers and frustrate them in the process is simply inappropriate and in bad faith. If Bethesda suddenly now takes the position that it is not the case, then Bethesda is exposing itself to false advertising as a matter of law as stated below.

Specifically, you will see that the Premium Edition, which was the one provided by NVIDIA, should contain the pre-order DLC on the very first line of the features list. As such, Bethesda's failure to provide the necessary code to access would be a textbook case of false advertisement under California Unfair Competition Law Cal. Bus. &. Prof. Code Section 17200 Et Seq., Maryland Commercial Law Title 14 Section 14-2902, and other applicable false advertising laws that may be applicable to the customer's jurisdiction.
To the extent that you cannot help me further, please immediately escalate the case to someone who has a higher authority to resolve the problem. The obvious answer would be to provide the one-time DLC code which is something within Bethesda's control to immediately rectify the situation not just to me, but to all affected users. Indeed, I am urging Bethesda to update its customers and fans that they should be getting the DLC code, particularly those who purchased NVIDIA's hardware as part of the promotion in good faith -- failure to do so would lead to significant liability on Bethesda's part.
Finally, as part as of the customer support feedback experience, I am stating for the record that Bethesda's canned response is inappropriate and forces the matter to be escalated even though Bethesda could easily have resolved the issue by verifying that I was a legitimate customer who had trouble -- I have attached my proof of purchase in good faith, and I can provide further documentation if the issue is verification of the transaction.
