I find this very annoying and not usefull at all.
Install HudSight 2 from https://hudsight.com/
Select the Dot-4x4 and make it black (Color mask R:0, G:0, B:0) and now the crosshair is "gone".
Assign a Visibility hotkey for cutscenes, if you can see it.
