Yes, using an in-game frame cap usually results in better latency when also using driver V-Sync when using Frame Generation. Again with Cyberpunk, relying on the Reflex FPS limiter or using in-game frame rate cap to half of your monitor's refresh rate both result in almost the same latency. This game, however, needs that in-game cap set.
So if using 2x Frame Gen, set the in-game fps limit to slightly below half your monitors refresh rate. Enable driver v-sync, and just deal with the latency. It's improved a lot since patch 4 and the latest nVidia drivers.
