I got no idea how or where to find the hints for this in game though.
Oh, good to know. Do you know, what's the correct in-game name of this puzzle is?
However I do think the Candles below are the indicator for the switched on torches.
I think the Pictures on the fountain tell a story, which gives you the right order.
I have some Ideas about it but can´t make complete sence.
Spoiler below, I write down the right order to solve the puzzle and explane which picture from Antonios office fits the order:
I on 3 - Golden Man receives Sword from priest in City
II off 2 - Golden Man goes out in the world. Gets followers. City changes to monutain
III on 5 - Followers grow, Golden Man is no longer gold, maybe some betrail?
IV on 6 - Followers grow, Demon approaches
V off 9 - Demon starts attaking, Man becomes golden again, Followers gather some relic
VI on 1 - Golden man kills Demon, his sword broke. They travel with relic. "The relic is no longer shown on a pedestal"
VII on 8 - Arrived back at City with Relic. "Relic now on pedestal", "City on Top", "Sword still broken", "Plant starts growing"
VIII off 4 - Demons attack City. "Plant has grown a bit more"
IX off 7 - Demons die but also golden Man. "Plant is burning down"
X on 10 - Funeral for the fallen. "Gravestones placed", "only burnt remains of the Plant left"
YEs, this is a story but in game there is no any hints. This is secret knowledge.

Don't know why i looked there first. Maybe somehow deep inside i hoped it would be cut content and maybe a hint for an upcoming DLC. :)
Let us know if you find can find an explanation. As mentioned, mine is just an idea.
There's a generalized hint, but it requires listening to the storytellers in Gizeh and/or Sukhothai to get the "story" aspect of the puzzle. I don't recall which of them (or which of the three stories they each tell) applies, but it took a lot of the guesswork out of rearranging the images for me once I'd heard the general framework of the tale.
