Report a translation problem
I can't say the same for the Royal Army Transmission quest, but I noticed some of the quests and/or prompts do not trigger because there may be an internal conflict with the quest/task structure where you have to clear a dialogue tree and/or event before the game can process the radio transmission quest.
I learned early on in Vatican where you can't and should not pile up all the quests where you have to visit Antonio all at once, i.e. the Mad Priest sidequest, the Inscription quest, and the main quest all at the same time -- I solved the problem by going back to Antonio ASAP to clear the quest queue before prompting the next quest that require interacting with him. I was able to play my second playthrough so far without any quest bugs or hitches.
