It's the developers client (publisher), being concerned after seeing playtest results during development. They see how many players give up after a number of attempts.
Many players today don't have the patience for puzzles, and will simply quit the game and never revisit if they can't complete it after 4-5 attempts. Then the player leaves a bad review because they can't solve the puzzle, and then you have a game that performs poorly in sales because of the overall reception.
That's the reality of today's gaming unfortunately - you can blame everyone, even the gamers with little to no patience.
