Slippery Customer achievement bugged?

Has anyone ran into an issue when dodging the power punch from the big guys it never unlocks the achievement? I've tried getting close waiting until the last moment I've tried reasonable distance nothing seems to do the trick.

I was struggling too until I realized I misread the achievement thinking it read power "attack". Make sure the enemy is unarmed (using his fists) and not using a melee weapon. I think the power punch is more common on the bigger, burly dudes. You'll see them charge up when they bring their shoulders back.

I dodged heavy attacks multiple times and the achievement did not unlock for me too.

I've also dodged it multiple times and not gotten credit. The big guy has even said, "You dodged it," and "Saw that coming" and still no achievement.

I was only able to get this by attacking a bigger guy AND being in the Indiana Jones outfit.

I've completed all achievements, only this one is missing. Is there any location where those big burly guys are going to spawn? I loved bonking Nazis (sound design is sooooo satisfying), and while enemies respawn I seem to get the scrawny, useless guys only, no one doing a two-handed power punch. Sooooo.... ? Is there a guaranteed location or something?

EDIT: Sukhotai central excavation site has got them still. However, cannot unlock achievement there either, no matter if I use A+left/right/down with or without LB.

EDIT: Just unlocked in Sukhotai, using Indy outfit.

I was also struggeling with the achievement but was always in soldier uniform.
