From the whole interview i had the impression that NVIDIA is pressing on them, but they are done with it. But I maybe wrong...
I think this has nothing to do with patch updates for the game. The developer himself says that they work on further technical updates like FSR support (as is also written in the first patch notes). So when he says "this is not a live service game" it means that the actual content of the game is done. But of course there will be further bug fixes and maybe technical enhancements in the future.

There is a workaround to get the achievement if you have these bugs. There are a bunch of videos online if you search for Archivist fix/workaround, but you basically need to take a Hint photo at either the Fountain of Confession or at the Tower of St. Nicholas.
It's silly but it worked. It won't change the summary to 100%, but you will get the achievement if you are bugged.
