I have rtx 4070 12GB, i7 14700k, 48GB ddr, win 10 pro, and I run it with textures ultra (less stutters and swaps of content on vram), shadows high, rest max, path tracing off, wind stuff max, dlss auto, framegen on, latest drivers, 60-120fps, depends on places, albeit have to limit the fps outside the game to 240 to get in the game 120, weird behaviour.
Heard though that with previous drivers are better against stutters, or maybe just reinstalling drivers fixes stutters.

And it runs the game at this resolution with 60 fps on the Series S.
