That sounds like a recipe for disaster.
As long as your cloud saving, it should work between both computers.
But what's with the 7 hours on pause? Not good.
That's 1/4 of the game right there.
You're an AFK monster.
Basically you need to preserve the save game from the computer that works as sacred.
In my case, I copied everything from the steam remote folder, which includes the profile folder and the individual save slots. You also have to overwrite everything including the files and folders.
The last bit is to check for folder permissions because of your windows have slightly different folder ownership that may prevent the files from being read by the other computer.

I did fix it though.
I had to reset all saves aka save over my game with a fresh one.
Then go (remote) to my other PC and restore last save.
It's an annoyance but hey I got to start from where I left off.
Yes I have to afk alot I think half my playtime for horizon forbidden West was afk.
Also I am more of a binge gamer. Play alot for a couple days then get busy and forget for a couple weeks... Or months, then come back and pickup the game to finish it.
Had to play Shanghai mission again which is barely 15 minutes. Just got my 18 hours save back.
