Can relics be soft locked?

I say this because I went back to gizeh In search of relics and found that there was a relic in the Sphinx that I could not find a way to get to. It seems to be very close to the entrance and is not very deep under ground. It is the only Relic in giza I havent been able to get to. Is there a chance that I was supposed to get this relic during one of the earlier missions and since I did not get it, the path to it is now blocked or am I just missing something? Am I able to do another play through only looking for this relic and still get the achievement?

On another note, how the heck do you return the radio frequencies to gina in the jungle? Every time I dock the boat in the village she just stands right next to it and wont let me hand over all the radio frequencies even if I am tracking the mission in the journal. Do I need to do more story missions before she gets out of the boat and sits down at the radio in the village?

at the boat dock point is a radio, aim on the right side on the box.
and in gizeh. in the sphinx is a litel hole with scorpions, after the hole reale near is on the right site a wall to climp up
