Bethesda Softworks is a publisher owned by ZeniMax Media. ZeniMax has been acquired by Microsoft in 2020.
Starfield was developed by Bethesda Game Studios. They're owned by Bethesda Softworks. They also developed the Elder Scrolls games and Fallout 3 and 4 and are working on The Elder Scrolls 6.
Indy comes from MachineGames, another Studio owned by Bethesda Softworks. They were founded by 7 former employees of Starbreeze Studios which made the Riddick games as well as Payday 2 and 3. Before Indy, MachineGames developed the latest Wolfenstein games, starting with The New Order.
id Software, the developers of Doom and Quake are also owned by Bethesda Softworks. MachineGames used their id Tech engine for all of their games. I assume the Indiana Jones game will also use the latest version of that engine.
The developers are the same people that made Escape from butcher bay and the newer wolfenstein games.
Developer and publisher are two vastly different things.
