Games like this one are designed with console specs in mind first and foremost. It's a Microsoft studio meaning it has to run on the Xbox Series X and Xbox Series S. If your friend has a machine less capable than the Xbox Series S, he shouldn't be surprised when a 2024 game doesn't run well on it. That's like a 4 teraflop console which is very low by today's standards.
He/she may be able to play it at just at a lower framerate and using DLSS/FSR.
Looks like Machine Games is targeting 60 FPS on the Series S.

The game will be optimized around the Xbox architecture though. That's something they can't completely do with the thousands of possible combinations of PC parts in different people's systems. That may be where the power discrepancy is coming from.
My guess is that it will be upscaled with FSR from a stupid low resolution on the Series S.
MINE MONSTER PC IS
RYZEN 7 1700
RX 6700XT 12 GB RED DEVIL
16 GB DDR4 3200MHZCL15
MP 600 2TB WRITE:4950MB/S READ:4250MB/S
DELLP2416D 24'' 2560X1440 60 HZ IPS
Frrom thr requirements we see that the cpu ram and ssd are not tha high and that only the graphics card requirements are a little higher than other games.
It's the "MONSTER PC guy"
That is not a "monster PC", it's been months and months since I saw you calling it that, you havnt figured that out yet? Did you know a 7700x is literally 100% faster than your 1700? Now imagine how much faster a 7800X3D is.
lol "MOSTER PC"!
MONSTER PC!

well i guess now i have yet another reason why i will be skipping this game, yeah my hardware is not the best, and i fit into that demographic, it's funny when bethesda suddenly tries to get into more graphical demands, they end up weeding out 80% of potential players simply because they wanted the graphics to be nice lol, like don't get me wrong i do like good graphics, but when they are set so high, it kind of defeats the point in selling the game to a high enough player base count, i never purchased starfield, but when i heard about how bethesda prioritized on graphics and that you would need a much more beefy machine knowing the market at the time was very bad given PC parts and prices for upgrading a PC was damn near impossible for most gamers on PC.
it's almost like they need to pay more attention to what most gamers are playing with as in the hardware specs, over what most players want in the game when it comes to the graphics, games like skyrim and FO4 weren't the best graphically but because they were held back on the graphics it gave the modders the opportunity to make the game nice looking for all kinds of PC builds, so it had a much wider range of PC's that they worked on, when they focus too much on graphics and not optimizing the games they release, they end up weeding out most players on various hardware specs, so even if they make something to stabilize the game performance for the higher specs game, they don't leave much room for these 80% of gamers who won't make that purchase simply out of not being able to afford the best of the best hardware.
that's bad economics thought processes in my opinion.
Ikept my previous cpu from 2011 until 2017 when the motherboard died after overclocking it. I can keep this cpu too until it dies because as i said the pc is still very fadt.

ΑLSO since i got rx 6700xt 3 years ago (november 2021) after my previous gpu died it runs all games maxed 1440p 60 fps but iuse FSR in those gams who have ray tracing to run them with max graphics and max ray tracing 1440p 60 fps while those who dont have ray tracing dont need FSR yet as it still runs them maxed 1440p 60 fps without it. This is another reason that i dont need to change cpu ram and motherboard yet.
