It's called 'mod' for a reason.
Jessica Nátalia (known as "Jess n2" on YT & Previously as "FireFly" on GTA Mod Sites) — an etremely talented and popular modder from "MixMods" known for her high quality mods for the OG GTA Trilogy, mainly for the OG GTA San Andreas. Her most well known and most notable work is a mod that's thousands use in mod remasters for the OG GTA SA, which is the "RoSA Project Evolved" mod. She's been working on it ever since she acquired permissions from the original RoSA Project creator — was the first one to discover the Dev Console command to switch from First Person to Third person.
When I say "partially animated" I mean that in third person mode set by the Dev console:
1. The walking anination is partially, if not, not far off from being fully animated.
2. Hand to hand combat is basically just arm movements with the rest of Indy's body remaining static.
3. Other aspects of the game such as climbing and swinging switch to third person view revealing a fullscale character with complete animations for these actions.
Points 1 & 2 would not be very hard for modders these days to tweak at all, it would most likely just need to be worked in to go along with the thrid person action camera that's already present in the game as mentioned in point 3.
However this is only from what I've seen based on discoveries after Jessica Natalia's upload (correct me if I'm wrong about her being the first one to discover the Dev console command for it)

As you can see it's quite janky as the game was obviously not designed with a full 3rd person locomotion system... But probably not very hard to add in as a mod, if the developers or the community take on the task

If they handled it like they did for 3rd person version of Resident Evil Village, where the character always faces forward, then it would just take a few animation tweaks for this to work
How to fix frame pacing on 566.36:
1) Open Nvidia inspector Profile
2) Find the profile "Indiana Jones And The Great Circle"
3) Find the parameter "0x200EF1B9" in the "unknown" section
4) Сhange its value from "0x00000006 (Indiana etc...)" to "0x00000000"
5) Apply settings
How to do this w/o NVIDIA Inspector? Do not have such tool.
It will work with the latest NVIDIA hotfix?
It could be done, in third person console command, Indy model basically interacts with everything he just can’t turn.
The problem is the game has so few players I doubt a modder would even bother with this
It kinda flopped player wise
The game really looks and behaves like the all the first person movement is modeled from a fully animated and rigged 3rd person character already
