The closest you can get to "feed them" is to "feed them to the bio reactor
If you play with them you will often give them a biscuit (that appears out of nowhere).
It's likely they noramlly just eat anything they can find and/or plankton/krill-like lifeforms found in the water.
I'm still feeling guilty about the time I glitched one out of existance trying to make it an indoor house pet.
Also, the limit on how many you can find is 5, but I've noticed a lot of time capsules have Cuddlefish eggs, so you can potentially have more than 5 in your game that way.
