You can make batteries and then when they run out of juice, press R like you would in an FPS to reload, then WASD keys to navigate your batteries and select one to put in.

Reading comprehensive is a nice thing to have.

As said it's by the life pod. The mobile bay is literally everywhere I think I found the most pieces in kelp forest and grassy plateaus though.
