How bad is it really?
Ok, I read some posts that claim the game is unplayable and others that claim it runs fine.

I'm looking for something new to play and Oblivion caught my eye but if I can't play it, I don't want to waste my time (I'd rather wait a few weeks/months for them to patch things).

Honestly, seeing 50k+ players makes me think the situation with the game performance is not as bad as some of the posts claim.

Of course it's playable. Main issue is when traversing the world quickly but it's nothing game breaking, nor something you will do all the time. Record sales and awesome player numbers are proof that people enjoy it a lot.
It works fine for me, 100 FPS outdoors with framegen on on my 4070TI. There are occasional micro hitches but its a million times better than the original was when it came out. But others with different setups may be having more problems, or they might just be super sensitive, or indeed have unrealistic expectations of being able to play at 4k ultra at 200fps.

Anyway if you get it on steam you can always refund it if you have lots of problems. Just don't dilly dally too long in the sewers so you get to the outdoors with enough time to see if you're happy with the performance. But I dare say the game would not have an 82% recommend rate if its performance was all that bad.
First when I started playing it was fine and the game run without any problems.
Now it keeps crashing constantly and I can't play it anymore.
I'm trying to fix it somehow as we speak, but honestly I'm thinking of just waiting for an official patch to fix it all. :-/
You'll get the same answers as in every other thread about the exact same thing - it runs fine for some and is totally broken for others.

If it were unplayable, you wouldn't see it sitting at the top of sales and playing lists. The performance is bad, yes. But that's comparatively speaking, to other recent games. Crashes... I've had something like 4-6 in about 18 hours so far. Some are reporting hard locks, but mine have solely been dumps to desktop with the UE error report dialogue. Rerunning and loading a save has worked so far.

For some it runs super smooth and enjoyable, for others it's a nighmare.

Best course of action?

Buy it, dont exceed 2 hours played time, if it runs bad, you refund. Otherwise you happy and play it.
people with potato PCs live to complain...i play this on a steam deck and on a 4090, 13700k with 64gb and its fun on both

The concern is that character creation and the Sewers might take a while and I culd easily exceed the 2 hour mark xD

If it runs fine on a Steamdeck then it should be fine for most (as indicated by the reviews) - I'll probably give it a shot

For the record, my identical machine that fluctuates wildly in OBR and mostly fluctuates between 20fps and 80fps on the world map at 4K Ultra gets a solid 140fps at 4K Ultra in Starfield.

In South of Midnight, also 4K Ultra, around 100-120fps, also stable.

So now that you have a comparison to the same dev's game and to a game on the same render engine, maybe you might acknowledge that the performance issues are certainly not due to "unrealistic expectations".

Fair enough, but you can just randomize all and rush it, you'll be out in 20 minutes top
Just save in front of the sewers exit and if you decide to keep the game, you reloiad that save and you can fine edit character apperance, race and class there without do the whole prison part.

I'm running below spec CPU, Intel 6700K and Nvidia 2070, Ultrawide 3440x1440p, Medium settings with RT on low, DLSS on Performance. Usually getting over 30fps, higher indoors, just occasional slowdowns which dont really impact the gameplay, and occasional hitching while outside which is likely my CPU being too low (could probably elimiate it with some slightly lower settings, but I want at least *some* shinies :D )

Tbf though performance and what is "acceptable" differs so much person to person. This isnt a competitive FPS, life and death dont hinge on having super high FPS. Personally I'm happy with 30fps, 60 would be nice but my rig is below spec (and I could probably still get there if I turn off RT, and lower the settings a little more)

Like WeirdWizardDave says just dont dally in the sewers and get yourself out in the open in less than 2hrs (it's the tutorial, you should be fine) and once you're out there you'll have an idea of the performance. (Also! Dont balance your settings for the performance *in* the sewers, perf indoors is substantially better than outdoors)

Just don't save the game multiple times in the same area or you will corrupt your save file and will get nonstop crashes. My main issue is the bugs that existed in the original are still in this one.

Keep in mind on the steam deck im using a mix of low to medium settings so if you have a mid range PC don't expect to set it to ultra. Try this ini preset if you have stuttering issues -

If you wanted to do a quick test then make a new character (as console commands turn off achievements for that save and those after it for the character). Granted - this is spoilers on all the enemy designs, so it may not be your cup of tea just trying the title.

Start the game without messing with the character creator, and immediately open the console once you have control (~ key on the keyboard usually).

Then enter :
player.coc testinghall (might just be "coc testinghall")

This will fast travel you to the "testing rooms" developers laid out for testing various features and stuff. In the middle of the room is a pillar with 8 doors, and one says "Hawkhaven". This is a demo "town" with some NPCs and stuff you can get a feel for how it may preform.

Additionally however - when you enter Hawkhaven, turn left and run out to the area over there and you will eventually see a TON of monsters; eventually they will begin in-fighting and this would be a good test for large fights/various other things like frame-rate.

Should only take like 30 minutes. If it runs, just start a new game and everything should be fine (outside of the random one-off bugs everyone sees), or you can refund as that one fight should be a good test for general playability.
