Is there a reason why this game doesn't have Co-op?
Feels like it would be perfect for it given the dynamic systems and scaling.

Because it's a single player rpg, if you want an mmo then play the damn mmo.

Because Elder scrolls games started off, and have remained, single player rpgs. They were designed that way. No one even asked that question until MMOs became more popular. Now people think everything has to be multiplayer. No, it doesn't. If you want an MMO with an elder scrolls skin, they have that. This is a single player game by design.

I would much rather resources go into making a game great than making a half arsed game that two people can be unhappy in together.

I wouldn't mind an Inigo for this game, though. Inigo makes Skyrim more fun.
elder scrolls online is a prime example of why that wouldn't work.
well, actually some people like that game, whatever.
They don't because it doesn't print money. Creation Club on the other hand...

Yes, because it's a single player game. If you want co-op, play a game that has co-op.
I would like to ask what seems to me like an obvious question:

What would you do in co-op Oblivion?

That would determine if the scaling and dynamic systems truly support what you're wanting.

As of now, they look to be strictly designed for one protagonist.

Just say no to co-op.
The game's engine does not support multiplayer.
im sure there will be a mod for it at some point later in the future. They did it with skyrim with the Skyrim Together mod
