How do I access the DLC items? Why is it trying to sell me the deluxe upgrade when I bought the deluxe edition?

I bought the deluxe edition, yet steam wants me to buy the deluxe upgrade for $10. That made me realize that I have no idea how to access the deluxe edition content. Any help please? Do I need to reach a certain level before I have access to the DLC content?

as far as I understand, you can get the deluxe edition quests by asking the NPC's with new voice actors for rumors and getting lucky. Asking for rumors is also how you get the quests for the original DLC's (Shivering Isle, Battlehorn, etc). the UESP wiki should have more info.
